You are trying to sell your car, but the process is blocked at the time of the ownership transfer. The administrative situation certificate mentions an OTCI, which means an opposition to the transfer of the registration certificate. As long as this opposition is listed in the Vehicle Registration System, no transfer can be completed. The good news is that in most cases, the lifting can be resolved by precisely identifying the source of the blockage and then following the appropriate procedure.

Check the exact nature of the blockage before taking any steps

Before contacting anyone, start by downloading your administrative situation certificate (CSA) from the ANTS website. This free document indicates whether the vehicle is subject to a lien, an opposition from the Public Treasury, a judicial opposition, or an opposition related to a damaged vehicle.

Each type of opposition requires a different contact person. Sending a letter to the Public Treasury when the blockage comes from an unpaid auto loan can waste several weeks. The CSA specifies the nature and origin of the opposition, which is your starting point.

Knowing how to lift an OTCI online first requires distinguishing these cases, as the lifting procedure varies significantly depending on the organization that caused the blockage.

Lifting an OTCI related to unpaid fines or the Public Treasury

The most common opposition comes from the Public Treasury, usually for unpaid increased fixed fines. The mechanism is simple: as long as the debt is not settled, the administration prevents the sale of the vehicle.

Pay the debt, then wait for the update

Payment can be made online at amendes.gouv.fr or at the relevant treasury office. Keep the proof of payment: it will be necessary if the lifting takes time to appear in the system.

Once the payment is recorded, the Public Treasury sends the lifting notice to the Ministry of the Interior. The update time in the SIV varies, but it usually takes a few working days. As long as the mention persists on the CSA, the transfer remains impossible.

Disputing a fine: what to do?

If you believe that the fine does not concern you (vehicle already sold, identification error), you can send a complaint to the public accountant. Attach supporting documents: a copy of the transfer certificate, acknowledgment of registration of the transfer declaration in the SIV. An opposition related to a former owner can be lifted upon production of these proofs.

Judicial opposition or seizure by a bailiff

This type of OTCI occurs within the framework of a contentious procedure. A creditor obtains a court decision, and a bailiff registers the opposition in the SIV to prevent the sale of the asset.

Here, the situation is more restrictive. You cannot lift the opposition yourself simply by paying an amount. You must:

  • Contact the bailiff mentioned in the decision to find out the exact amount of the debt and the payment terms
  • Obtain an agreement or a judicial lifting, which sometimes involves going through the court
  • Have the lifting registered in the SIV through the bailiff or the registry

As long as the judicial lifting is not registered, the blockage persists. The online procedure is not sufficient in this case: it requires human intervention from the justice side.

OTCI damaged vehicle: the role of the automotive expert

Have you received a notification of opposition “damaged vehicle” (VE)? This means that an automotive expert has determined that the vehicle has significant damage after an incident. This opposition prevents the vehicle from being put back on the road until a favorable counter-expertise has been conducted.

The lifting procedure must go through a certified automotive expert. They conduct a second examination of the vehicle after repairs and write a report confirming that the vehicle is fit to drive.

  • Have the vehicle repaired according to the recommendations of the first expert report
  • Make an appointment with an automotive expert for the counter-visit
  • The expert sends their favorable report to the SIV, which triggers the lifting of the opposition
  • A favorable technical inspection may also be required before the vehicle is put back on the road

Without a favorable report from a certified automotive expert, no lifting is possible for this type of opposition. Going through a qualified professional is the only way here.

Online procedure or qualified professional: what digital technology really allows

The decree of February 9, 2009, states that registration requests can be submitted electronically or through a qualified automotive professional. However, submitting a request online does not automatically lift an OTCI.

Confusion is common. The ANTS website allows you to request a new registration certificate, but the lifting of the opposition depends on the organization that imposed it, not on the registration platform. Digital technology facilitates tracking the file and downloading the CSA, but the actual unblocking goes through the Public Treasury, the bailiff, or the expert depending on the case.

The administration may also request the production of original documents, even when the file has been submitted digitally. Always keep your paper documents until the procedure is complete.

One last point to keep in mind: the administrative situation certificate must be less than fifteen days old at the time of sale. If the lifting takes time, you will need to download a new one just before finalizing the transfer. A CSA older than fifteen days is refused by the buyer or the administration.
